Business Manager Position Overview

The Business Manager is a key member of the Administrative Team and will operate under the supervision of the Executive Director. The Business Manager is responsible for formulating and tracking the FLLS financial budget and policies, its accounting practices, the maintenance of its records, and the preparation of financial reports, including monthly and annual financial statements for the Director and for the FLLS Board of Trustees. The Business Manager will manage the organization's relationships with our independent auditors including the treasurer, banks, insurance providers and legal counsel. The position involves supervision over accounting, records retention, insurance, grants, cash flow and budgeting processes for FLLS, and some knowledge in payroll and human resources.

 

Essential Duties and Responsibilities:

  • Develops, analyzes and interprets accounting information in order to appraise operating results, performance against budget and other matters bearing on the fiscal soundness and operating effectiveness of FLLS
  • Maintains the FLLS system of accounts and keeps books and records on all transactions and assets
  • Assists the Executive Director with the coordination and preparation of the budget and financial forecasts
  • Furnishes monthly reports, revises and updates reports for efficiency, and furnishes external reports as necessary
  • Reviews gifts and grants received by FLLS to insure proper accounting and reporting
  • Evaluates and recommends insurance coverage in conjunction with the Executive Director.
  • Administers benefit programs such as disability, health insurance, flexible benefits, workers' compensation, and unemployment. Reconcile balances and file reports as required. Arrange for representative consult with program managers as issues arise
  • Completes payroll processing and insurance processing
  • Maintains the banking relationship and controls over cash and the treasury function
  • Is responsible for providing effective financial controls for FLLS
  • Works with member libraries on application for e-Rate discounts and prepares FLLS' application
  • Arranges and schedules an annual audit of financial statements including all related Board interaction and oversight, including the IRS 990
  • Assists member library personnel in resolving financial issues and verification of annual reports, to include routine field visitation and consultation with directors and financially responsible parties
  • Works cooperatively with system personnel to coordinate activities including purchasing, allocating grant funds, and relevant financial policies and procedures
  • Participates as an active member of the FLLS Board Finance Committee
  • Other duties as assigned

Education and/or Experience:

  • A minimum of five years of senior-level financial operations experience, with thorough knowledge of accounting principles, practices and applications
  • Thorough knowledge of budget preparation and analysis techniques
  • Thorough knowledge of banking and insurance practices
  • Skilled in establishing cooperative working relations with outside agencies
  • Excellent computer skills including Microsoft Excel and Word
  • Excellent written and verbal communication skills; ability to communicate financial reports effectively and clearly to a broad range of individuals
  • Demonstrated experience using QuickBooks
  • BA/BS degree in accounting or equivalent experience

Salary, Benefits and Hours

$65,000 - $68,000 dependent upon qualifications. New York State Retirement, health insurance, and a competitive benefits package included. The position is 35 hours per week, predominantly in the office. Some weekend and evening hours may be required. Reports to the Executive Director.

Computer Network Services Manager Position Overview

The Computer Network Services Manager is responsible for overseeing all functions of the Integrated Library System (ILS) hardware/software, network infrastructure and System servers and computers. The position includes assisting FLLS staff and our 33 member libraries. Having the ability to work with users who have a wide range of IT skills is paramount.

 

Essential Duties and Responsibilities:

● Manages technology support for all the member libraries, which includes: Staff & Public computer equipment purchases, configuration, installation, troubleshooting and repair; network design, configuration, troubleshooting and repair, including wireless networks and Internet connectivity; install, configure, and troubleshoot PC Management software; provide training on staff and public computers and software.

● Provides guidance to the Executive Director on IT systems and services.

● Manages the FLLS's Integrated Library System, including but not limited to preparation and execution of backups of the ILS database, designing ILS reports, performing routine maintenance on the hardware and software as required, troubleshooting to resolve hardware and software problems as soon as possible, promptly arrange for ILS upgrades and any necessary maintenance of hardware and software.

● Researches and recommends the purchase of equipment and services necessary to maintain and improve the functions of the ILS.

● Communicate and implement changes and enhancements to the ILS.

● Serves as the official liaison with the ILS and technology vendors.

● Provides ILS training to member libraries and system staff.

● Attends the Fingerlakes Automated Library Consortium (FALCONS) and promotes member library participation.

● Develops and manages the IT budget in coordination with the Executive Director.

● Coordinates the library system's e-rate program.

● Plans and implements special projects and services as required.

● Takes advantage of professional development opportunities as they arise.

● Travels in the System's five county area as required.

 

Other Skills and Abilities:

● Knowledge of Windows operating system, applications, and utilities.

● Knowledge of information and telecommunication technologies, local/wide area networks, Internet, PC based applications, PC security.

● Demonstrated knowledge and experience with web-based resources.

Librarian 1 Adult Services

The person in this full-time (35 hours per week) position provides public service to the community by staffing the reference desk, participating in collection development activities, and teaching and/or coordinating basic computer instruction classes for adults. This position may also involve some clerical work.

 

The successful candidate must enjoy working with the public in a diverse urban library setting.

  • Coordinate Fulton library daily operations under the director of the Library Director

This is a level 4 full time, non-exempt, professional position serving in a leadership role within the Division of Professional Development and Outreach.
